Oak Fostering was set up by the three Directors; Anna Powell, Debbie Bavister and Richard Mills. Debbie and Richard worked together to set up White Orchid Care and Anna worked with them as a registered manager. They each have a wealth of experience to bring with them to their roles within Oak Fostering.
Anna started her career working with children at a nursery and qualifying as a nursery nurse. After developing an interest in child protection she moved to work for a Local Authority within two children’s residential settings where she remained for over eleven years. Over this time she carried out the roles of child care worker, shift leader, assistant manager and acting Head of Care Practice and also qualified as a Social Worker with First Class Honours.
Anna completed work within locality children’s services teams and a private fostering agency as part of her social work degree and upon qualifying took up the post of Specialist Supervising Social Worker in a Local Authority trauma outreach and specialist fostering project. The project was an extension of the existing residential provision and Anna played a key role in helping to establish this service. Anna was commended for her work with the team of specialist foster carers, the quality of recruitment and the support she offered her team. Many of the placements proved to be very successful with several carers choosing to commit to their foster children long term, despite this not being the initial plan.
In addition to this role Anna carried out Regulation 33 (now 44) visits to White Orchid Care from the point it first opened and in 2015 took up the post of registered manager. Since being in post the home has received an Ofsted ‘outstanding’ rating and the children placed continue to make exceptional progress.
Debbie worked within Residential Care for a Local Authority for 6 years and was an Assistant Manager within two care homes. Following her obtaining a degree in Social Work Debbie moved and spent 4 years working as a Social Worker within both Locality and Looked after Children teams for a Local Authority.
In 2013 along with Richard Mills and a third Director Debbie established White Orchid Care and became the Registered Manager of the first provision. She successfully built the company and in 2015 opened a second home and moved to become the Registered Manager of this provision, following the appointment of Anna Powell to take over her role in the first provision. The homes have an excellent reputation and have achieved ‘Good’ and ‘Outstanding’ ratings from Ofsted.
Richard is a successful businessman and has been the joint owner of Clock House Nursery LTD for 37 years. In 2013 he went into partnership with Debbie Bavister and a third director to establish White Orchid Care and was appointed by Ofsted as the Responsible Individual for this provision.
In 2015 Richard was also appointed as the Responsible Individual for White Orchid Care’s second residential provision. Both of White Orchid Care’s provisions have achieved ‘Good’ and ‘Outstanding’ ratings from Ofsted and Richard is a regular presence within the homes.
We have a team of outreach workers who are based at our sister company, White Orchid Care. They all have extensive experience working with children who have experienced trauma and will already have key relationships with the children who have been placed in White Orchid Care homes.
They are also skilled at forming relationships with children they don’t already know and are used to offering round the clock support to foster placements.
